Yanqi Hu: The Origin of Corruption

Recently, through the network I find out there is a loud voice for anti-corruption within the Chinese communist party, but I do not think it is a deal. The corruption of China's political system is making us the civilians' lives so miserable. Living in China for many years I have a strong feeling about it; that is, we have no place to appeal to about the inequality in our society and about our deprived rights! Today I shall have a speech base on my opinions. Serious corruption in recent years has repeatedly proved its own ruling clique has degenerated into a "thief" gang and that is also when Chinese authorities have used various ways to declare their determined will against anti-corruption:

From the beginning of 1996 the official family property declaration system has been enacted but up to today this act has really no effect. Combining all those cases from the past to now, there are about more than four dozens of business prohibition documents against those children of the official families from participating in business. On January 23, the "anti-corruption project" mobilizes those officials to split out those officials can spit out those dirty money in order to secure their official positions. Including the "Twenty-eighth major ordering" issued by Central Commission for Discipline Inspection in the same year, but none of these becomes effective.

Why? The reason is that all articles are done in this area under FanChou's intendance. It is like even the best surgeon cannot have an operation on himself. It is like no matter how fast the sword swings, that sword will never hit its flat side. In particular, there is the lack of self-discipline for those high level officials. At a time when children of the high officials participate in business become rumors and are quickly spread through the network, none of those officials will be incorruptible, and none of them will ever learn to discipline themselves. But what truly makes those officials feel secured is they understand the authority's so called "anti-corruption" is merely a political declaration, because just when those of higher authorities begin to declare constantly their determination to anti corruption, they are at the same time using full scale of their political propaganda to blacken the western democratic political forms. Whenever there is several cases of corruption happened in countries ruled by democracy, these countries will be summed up as "corruptions under democratic rules" by those Chinese medias controlled by high officials.

From this perspective we come to recognize, the India political corruption is the best natural "textbook" for educating people, and as for the corruption case of "Taiwan Prince-Zhao Jian Ming" at first was for sure being picked up by Chinese Authorities in excitement as proves to testify that under democracy, it will only create corruption; however, as the network comes up with speeches like "democracy is still better, no matter when we can still report those corruptions similar to Zhao Jian Ming's case publicly, the authority immediately realizes today's people aren't those riffraff from the Cultural Revolution period, it then without delay stops its move, and stops reporting this Taiwan corruption news. Since the group of officials can still ensure that arbitrary rent-seeking system is also been defended by the Authority with a deliberate effort, then advocating anti-corruption is of course an empty promise that authority applies to fool commoners, and those being held captives are simply those of unfortunates or those of political failures, people like Chen, Liang Yu. Taking a panoramic view of the Chinese anti-corruption voice can be defined as the double-standard anti-corruption voice!

In fact, anyone with a brain knows that Chinese corruption is a trend can hardly be curbed. The true reason lies in there is one party autocracy, and the lack of power of any effective monitoring mechanism. The so-called Central Commission for Discipline Inspection, Anti-Corruption Bureau, the plethora of these agencies, are just their own supervisions, are their own intendances. According to world corruption experience I have gained, the effect of allogeneic intendance is far more superior to the effect under same body's intendance. But at China, the mode operating under same body intendance though viewed under Chinese Authorized political practice proves its efficiency is really low. Only by politically democratized, only the power under society's supervision, can this situation improve. But the Chinese are doing anything possible to make it negative to people. Under these circumstances, what is the use of creating a national corruption prevention bureau?
