思想、口说、文字或图画所表达出的言论需要保障，通过游行、集会和示威等方式，以行动或动作所表达出来的象征性言论，也应该受到保障。

The freedom of expression by thought, speech, writing and drawing shall be protected; Symbolic expression by action or behavior in the event of demonstrations, assemblies and processions shall also be protected.

言论自由是民主制度的关键。政府候选人的公开讨论，使得选民在竞选期间知道如何进行选择。保障言论自由，使得民众可以影响政府决策，并促使政府官员对其行为负责。

Freedom of speech is the key to a democratic system. Open discussion of governmental candidates allows the voters to make knowledgeable decision in elections. Securing the freedom of speech allows the people to influence governmental decision-making, also makes government officials responsible for their own behavior.

保障言论自由可以有助于发现真理，减少失误。保障言论自由，有助于推动政治变革和社会进步。保障言论自由，有助于满足民众自我表达的需求，缓和社会矛盾。保障言论自由，有助于发扬容忍和开拓社会互动，减少社会冲突和动荡。

Securing the freedom of speech helps to find the truth and reduce mistakes. Free speech facilitates political changes and social progress. Free speech satisfies the people’s desire of self-expression, and may ease social conflicts. Free speech may enhance social tolerance and encourage interaction among different social groups, reduce conflict and instability.
